About this opportunity

Central Ohio Behavioral Healthcare (COBH) is soliciting bids for a comprehensive water treatment and testing contract covering State Fiscal Years 2026 and 2027. The procurement focuses on preventative maintenance and testing services for 10 boilers (7 Lochinvar, 3 Clever Brooks) and 4 chillers (3 Daikin AWV, 1 Carrier) located at their main facility in Columbus, Ohio. Specific deliverables include seasonal water testing across multiple systems, including hot water boilers, softeners, chilled water loops, and domestic water systems, with detailed requirements for pH, conductivity, alkalinity, inhibitor residual, iron testing, and Legionella monitoring. The contractor must provide a self-contained mobile engineering center for onsite water analysis, perform monthly chemical level checks, review treatment logs, and submit monthly reports. Key qualifications include the ability to respond to emergencies 24/7 with a maximum 2-hour response time, provide chemical treatment recommendations, and conduct comprehensive water testing. A mandatory pre-bid walkthrough is scheduled for May 14, 2025, at 2200 West Broad Street, Columbus, OH, with proposal submissions due by May 23, 2025.

While no specific set-aside designations were explicitly mentioned, the contract requires significant technical expertise in water treatment for behavioral healthcare facilities. The contractor must have adequate personnel and equipment to handle ongoing maintenance and emergency services, with the ability to provide detailed chemical treatment recommendations and laboratory-analyzed reports. The contract covers two fiscal years (FY26 and FY27), with services to be performed during regular working hours (7:30 a.m. to 4:00 p.m., Monday through Friday) and provisions for emergency services outside standard hours. COBH reserves the right to purchase chemicals from this contractor or alternative vendors, suggesting flexibility in contract implementation. While a specific budget range was not disclosed, the comprehensive nature of the services—including testing for 10 boilers, 4 chillers, and multiple water systems with 48 annual Legionella tests—indicates a potentially substantial contract value. The procurement will be processed through the Ohio|Buys website, with the agency maintaining discretion in contract award based on proposal evaluation.
