About this opportunity
Central Ohio Behavioral Healthcare (COBH) is soliciting bids for comprehensive kitchen equipment maintenance and repair services for State Fiscal Years 2026 and 2027. The procurement covers maintenance for various kitchen equipment, including a Hobart Dish machine, combi ovens, convection ovens, cold display cases, milk coolers, walk-in refrigeration, and braising pans. The scope of work requires two maintenance inspections and two proactive maintenance visits annually, with 24/7 emergency response coverage, including a 30-minute initial response time and technician dispatch within 4 hours for emergencies and 24 hours for non-emergencies. Proposers must have Hobart equipment certification, technicians with a minimum of three years of commercial kitchen equipment repair experience, and EPA refrigerant certification. The evaluation will consider technician experience, certifications, experience servicing mental health facilities, and pricing competitiveness. A mandatory pre-bid walkthrough is scheduled for May 21, 2025, at 2200 West Broad Street, Columbus, OH, with proposals due by June 3, 2025, to be submitted through the Ohio|Buys website.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. COBH has allocated $15,000 for parts and materials, with the facility retaining discretion over parts procurement. The contract will cover unlimited service calls, with the contractor responsible for all labor, parts, and freight (except expendable parts). Invoices must be itemized, clearly identifying equipment by serial number, work provided, and materials. The minimum acceptable score to award the contract is 300 points. While no incumbent vendor is mentioned, the contract requires comprehensive integration with existing kitchen infrastructure, including providing proactive maintenance checklists and maintaining detailed service records. Proposers should be prepared to provide immediate 24/7 response capabilities, expedited parts shipping, and maintain a high service compliance rate targeting 80% response time adherence throughout the two-year contract term.
