About this opportunity

The Ohio Department of Mental Health and Addiction Services (OhioMHAS), specifically the Central Ohio Behavioral Healthcare division, is seeking a qualified Psychologist to conduct forensic evaluations for State Fiscal Years 2026 and 2027, covering the period from July 1, 2025, through June 30, 2027. The procurement is a Request for Proposals (RFP) for forensic psychological services to be performed within Franklin County. The selected contractor will be responsible for conducting comprehensive forensic evaluations for inpatient psychiatric units and outpatient Community Support Network, which will include reviewing available records, performing face-to-face evaluations, consulting with COBH, jail, and restoration staff, and utilizing various psychological assessment instruments. Required qualifications include a current Psychology License and a minimum of three years of experience working with adult mental health and forensic systems. The evaluation criteria for this contract includes years in business (20 points), experience with adult mental health and forensic systems (35 points), work schedule compatibility (20 points), and pricing competitiveness (25 points), with a minimum acceptable score of 300 points. Proposals must be submitted through the Ohio|Buys website by April 18, 2025, with no guaranteed number of services during the contract period and reimbursement contingent upon receipt of final reports.

The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must not be subject to an "unresolved" finding for recovery and will perform all work at the Central Ohio Behavioral Healthcare facility, working with multi-cultural adult populations. The document does not indicate incumbent vendors or existing technology integration requirements. While a specific budget range is not explicitly stated, the contract will be awarded based on a comprehensive evaluation process that considers pricing competitiveness as 25% of the total scoring criteria. The contractor will provide their own forensic assessment instruments and deliver computer-scored formats, with reimbursement occurring only upon submission of completed reports. The procurement allows for flexibility in service delivery, with no guaranteed volume of forensic evaluations to be conducted during the two-year contract period, suggesting potential variability in total contract value based on actual service utilization.
