About this opportunity

The Massachusetts Department of Conservation and Recreation, Division of Water Supply Protection is requesting grant applications from eligible municipalities to fund salt use reduction strategies in the Wachusett Reservoir, Quabbin Reservoir, and Ware River watersheds, with applications due October 23, 2026. Eligibility is restricted to 18 specified towns: Barre, Boylston, Holden, Hubbardston, New Salem, Oakham, Orange, Paxton, Petersham, Phillipston, Princeton, Rutland, Shutesbury, Sterling, Templeton, Wendell, West Boylston, and Westminster. Each municipality must contain more than ten miles of town roads within the watershed boundaries.

Eligible purchases include pavement temperature sensors, calibrated and automated salt application equipment, brine production facility materials, vehicle brine retrofit materials, flexible plow blades, and salt pile containment structures. Funding does not support new vehicles, road salt, alternative anti-icing materials, or employee training. All equipment purchases must be completed by June 30, 2027.

Maximum grant award is $20,000 per municipality, covering up to 50 percent of total project value. Applicants must commit a minimum 50 percent matching contribution. The program operates on a reimbursable basis; municipalities fund expenditures initially and submit reimbursement requests with supporting documentation. Applicants must provide historical salt application data covering at least three years and agree to collaborate with DCR/DWSP on public awareness initiatives, including installation of educational signage near salt piles. Joint applications from multiple towns for shared concepts are permitted.

Submissions are due electronically through an online portal or via email to joel.zimmerman@mass.gov.
