About this opportunity

The Colorado Department of Human Services, on behalf of the Colorado Mental Health Institute at Pueblo (CMHIP), issued a Documented Quote (DQ) solicitation for the rental and purchase of oxygen equipment and supplies with a submission deadline of May 16, 2016 at 11:30 a.m. The procurement seeks qualified vendors to provide rental of oxygen concentrators, portable liquid oxygen units, stationary refill stations, and the purchase of liquid oxygen for selected inpatients at this psychiatric facility with over 500 working beds. Deliverables include monthly rental services for oxygen concentrators and portable liquid oxygen units measured individually, stationary liquid oxygen refill stations measured individually, and approximately 45,000 pounds of liquid oxygen annually. Key vendor qualifications include JCAHO accreditation or accreditation by a nationally recognized agency acceptable to the Centers for Medicare and Medicaid Services, provision of initial and continuous in-service training to respiratory therapy personnel, an emergency response time of no more than 60 minutes, and availability of backup concentrators and liquid portables at specified locations within CMHIP. All pricing must be FOB Destination with vendors specifying any minimums, special charges, or restrictions, and payment terms must be a minimum of 45 calendar days. The State will issue a single vendor award based on the quote most beneficial to the State, with price being the primary evaluation criterion alongside experience, delivery, and warranties. The initial award term is 12 months with the option for up to four one-year renewals, and vendors must submit quotes via email to jamie.gott@state.co.us or fax to 719-546-4896.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs may receive a 5% preference on their bid price if proper certification documentation is submitted. Vendors must comply with all CMHIP policies and procedures and maintain confidentiality of patient medical records in accordance with state and federal law including HIPAA requirements. Selected vendors must provide itemized invoices to the CDHS Accounting Department within five working days of each month's end and furnish personnel information to the CMHIP Public Safety Office for background clearance prior to working at the facility. All vendors are bound by Colorado's standard Purchase Order Terms and Conditions, which require compliance with applicable federal and state laws, maintenance of required licenses and certifications, proof of insurance coverage, certification of non-employment of illegal aliens, and confirmation of non-debarment status from federal contracting. The solicitation does not specify a budget range or award value in the available documentation.
