About this opportunity

The Colorado Department of Human Services, on behalf of Pueblo County, issued a Documented Quote (DQ) solicitation for oxygen and related respiratory equipment rentals with a quote submission deadline of July 11, 2016, at 10:30 a.m. The procurement covers medical and industrial gases to be delivered to the Colorado Mental Health Institute at Pueblo and the Department of Facilities Management. The scope of work includes the rental and delivery of an estimated annual volume of gases including 200 cylinders of oxygen (22 cubic feet), 20 cylinders of oxygen (300 cubic feet), 24 cylinders of hydrogen (197 cubic feet), 10 cylinders of nitrogen (250 cubic feet), 36 cylinders of compressed air (300 cubic feet), 3 cylinders of helium (250 cubic feet industrial grade), 8 fills of liquid nitrogen dewar (25-liter), 20 cylinders of carbon dioxide (50-pound medical grade), and 20 cylinders of carbon dioxide (50-pound industrial grade). The successful vendor must provide established delivery hours with twenty-four-hour emergency delivery capability and maintain emergency services available seven days a week, 24 hours a day. All pricing must be submitted as FOB destination with cylinder rental fees and delivery charges invoiced separately from cylinder content costs. The contract term is 12 months with options to renew for up to four additional one-year periods, and all pricing must remain firm throughout the contract term including any option years. Vendors must maintain all necessary Federal, State, and Local licenses and certifications, and all delivered cylinders must meet manufacturer's operational standards.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the Center for Veteran Enterprise are eligible to receive a 5% price preference upon submission of proper documentation. The State reserves the right to award to a single vendor and intends to extend pricing to other Human Services divisions in Pueblo and Grand Junction. Payment terms of less than 45 calendar days will not be considered, and the State maintains standard purchase order terms and conditions governing all vendor relationships, including compliance with the Federal Funding Accountability and Transparency Act of 2006, maintenance of appropriate insurance coverage, and adherence to the Colorado Uniform Commercial Code. All vendors must furnish Material Safety Data Sheets for regulated chemicals or hazardous materials at the time of delivery. No incumbent vendors or budget values are specified in the solicitation documents. The State reserves the right to terminate the contract for cause or in the public interest at its sole discretion, with termination liability not exceeding the total purchase order price plus reasonable settlement expenses.
