About this opportunity

Early County, Georgia is seeking a qualified consultant to provide grant administration services for a Fiscal Year 2025 Community Development Block Grant (CDBG) project focused on public infrastructure improvements. The procurement solicits statements of qualifications and proposals from consultants with demonstrated expertise in assisting local governments with CDBG program implementation. Specific deliverables include comprehensive grant administration services for potential funding through multiple federal and state sources, including CDBG, EIP, GEFA, USDA-RD, EDA, and OneGeorgia programs. The contract opportunity was posted on January 21, 2025, with proposals due by February 21, 2025. Qualified firms must demonstrate a strong track record of successful grant administration, with the ability to assist in preparation, documentation, and management of federally funded infrastructure projects. Respondents should be prepared to support the entire grant lifecycle, from initial application through project completion and reporting.

The procurement explicitly encourages participation from Section 3 Business Concerns, which are businesses meeting specific ownership and employment criteria related to low-income individuals and public housing residents. The opportunity is subject to federal and state contract provisions prescribed by the Georgia Department of Community Affairs, with compliance requirements outlined in the attached Section 3 Package. While no specific budget range is detailed, the contract may lead to additional project contracts or contract addendums for planning and administrative services. Respondents must submit comprehensive documentation demonstrating their qualifications, including firm history, CDBG/EIP experience, work capacity, current workload, proposed services, references, and fee structure. The contract is structured to potentially cover multiple years of grant-related services, with the initial focus on the 2025 CDBG Project for public infrastructure improvements in Early County.
