The Commonwealth of Kentucky Department of Fish and Wildlife Resources (KDFWR) is soliciting competitive bids for the Middle Creek III Stream & Wetland Restoration Project Phase III (RFB 660 2600000264, FW-001-26) located in Boone County, Kentucky. This project involves comprehensive stream restoration and enhancement services using Natural Channel Design techniques across approximately 14,891 linear feet of stream channels at Middle Creek Park. The scope of work includes reshaping existing channels; re-establishing approximately 1,553 feet of new channels with stable dimensions; rehabilitating 5,473 feet; enhancing 2,400 feet; constructing in-stream structures such as brush toe, rock riffles, brush riffles, brush runs, woody debris drops, and headwater channels; preparing soil for seeding; native planting and seeding; installing erosion control fabric and mulch; and harvesting, transporting, installing, and maintaining live stake and vegetative materials, with additional riparian habitat enhancement along approximately 5,465 feet and preservation of 143 feet. Bids are due January 29, 2026, at 12:00 PM Eastern Time through the Commonwealth's eProcurement system exclusively, with a mandatory site visit meeting scheduled for January 8, 2026, at 10:00 AM at Middle Creek Park (coordinates 38.998414, -84.814128), and a technical question submission deadline of January 14, 2026, at 12:00 PM Eastern Time. All bidders must register in the Vendor Self Service (VSS) system at https://vss.ky.gov at least 24-48 hours prior to submission, submit bids for all Additive Alternates as a mandatory requirement, and combine the Official Bid Document and Bid Bond into a single PDF attachment; failure to include all Additive Alternates will result in a non-responsive bid determination. A virtual bid opening will occur on January 29, 2026, at 3:00 PM Eastern Time via Microsoft Teams. Plans and specifications are available at no charge from https://www.stateofkyplanroom.com through Lynn Imaging (1-800-888-0693), with technical questions directed to Sarah Taylor at Stantec Consulting Services (502-260-1771, sarah.l.taylor@stantec.com) and procurement questions directed to Kyla Satterly (502-892-4442, kyla.satterly@ky.gov).
The procurement documents do not specify any set-aside designations, disadvantaged enterprise requirements, incumbent vendor information, or restrictions on the types of organizations eligible to respond. No evaluation criteria beyond responsiveness to bidding requirements are detailed in the available documentation. The solicitation contains no identified existing infrastructure, technology integration requirements, or contract integration parameters that would necessitate compatibility with current systems or continuity with previous contractors. No budget range, contract award value, or estimated project cost is disclosed in the bid solicitation materials. The contract will be awarded to the lowest responsive bidder meeting all mandatory requirements, including submission through the Commonwealth's eProcurement system and compliance with all addenda and specification requirements distributed by Lynn Imaging.
