About this opportunity
The Colorado Department of Human Services, Southern District Procurement Office, issued Invitation for Bid (IFB 2017000077) for patient room furniture to be delivered to two locations: the Colorado Mental Health Institute at Fort Logan (CMHIFL) in Denver and the Colorado Mental Health Institute at Pueblo (CMHIP) in Pueblo County. The solicitation requested various furniture items including floor mount beds, nightstands, shelf units, mattresses, wardrobes, desks, stools, and restraint ring kits in quantities ranging from 3 to 96 units per item. Sealed bids were due on September 21, 2016, at 10:00 AM, with the original posting date of September 7, 2016. All bids were required to be submitted in person to the Pueblo procurement office, with faxed or emailed submissions not accepted. The contract award period was 12 months from the date of award, and all pricing had to be quoted FOB Destination with payment terms of at least 45 calendar days. Evaluation criteria included unit price, administrative costs, payment terms, delivery conditions, exceptions to bid requirements, bidders' financial ability, qualified personnel, equipment and facilities, and prior contract performance.
Resident vendors received preference in case of tied low bids in accordance with Colorado Revised Statutes, representing a set-aside consideration for in-state contractors. Contractors were required to comply with Colorado employment verification requirements and could not knowingly employ illegal aliens. Environmentally preferable products qualified for purchasing preference consideration under state procurement code. The state reserved the right to make either a single vendor award or multiple awards based on whichever bid was most beneficial to the state. No incumbent vendors or specific budget ranges were identified in the solicitation documents. All inquiries regarding the bid were directed to Darla Geer at the Southern District Procurement Office.
