About this opportunity

The Pennsylvania Department of Conservation and Natural Resources (DCNR) is soliciting bids for furnishing materials for a fully engineered pedestrian bridge to be installed at R.B. Winter State Park in Mifflinburg, Union County. The procurement specifically requires a Fiber Reinforced Polymer (FRP) composite bridge with precise specifications: 55 feet long by 4 feet wide, including all necessary materials such as decking, railings, and bearings. Bidders must provide detailed bridge materials meeting stringent engineering requirements, including live load, wind load, seismic load, and serviceability criteria. The contractor will be responsible for providing comprehensive assembly drawings, structural calculations, and materials that must be signed and sealed by a Pennsylvania licensed Professional Engineer. The bid was originally posted on July 17, 2018, with a response deadline of August 6, 2018, and a required delivery date no later than October 1, 2018. Evaluation will be based on the lowest total sum bid, with the contract terminating on December 31, 2018.

The contract opportunity appears to have no specific set-aside designations for disadvantaged businesses, though the Reciprocal Limitations Act form suggests potential preference considerations for Pennsylvania-based businesses. Bidders must complete the electronic invitation for bid and submit a properly executed Reciprocal Limitations Act form, indicating potential geographic restrictions or preferences. The DCNR reserves the right to request references and reject bidders with inadequate past performance documentation. Payment will be processed on a reimbursement basis upon satisfactory delivery and approval of the pre-fabricated bridge. While specific budget ranges were not explicitly detailed in the documents, the contract is structured as an Established Price Contract. Material certifications will be required, and the Commonwealth maintains the right to procure similar items outside of this contract if needed. The bridge's color will be chosen by DCNR and integrated during the manufacturing process, with no additional painting required.
