About this opportunity

The Department of Conservation and Natural Resources (DCNR) for R. B. Winter State Park in Union County, Pennsylvania, is seeking a contractor to furnish materials for a fully engineered pedestrian bridge with specific design requirements. The procurement opportunity involves delivering a 55'-0" long by 4'-0" wide Fiber Reinforced Polymer (FRP) composite bridge, which includes design and delivery of the bridge, deck, railings, and bearings. The contractor must provide comprehensive engineering documentation, including bridge drawings and calculations sealed by a Professional Engineer, and assembly/disassembly instructions. All materials must be delivered no later than October 1, 2018, with the overall contract terminating on December 31, 2018. The solicitation, originally posted on August 2, 2018, with responses due by August 8, 2018, replaced a previous bid (Bid #6100046207) and includes an addendum issued on July 18, 2018 that updated pre-fabricated bridge and deck specifications. Evaluation will be based on the lowest total sum, with the DCNR responsible for constructing bridge abutments and final installation.

The procurement opportunity appears to have no specific set-aside designations for disadvantaged businesses, but does include provisions for the Pennsylvania Reciprocal Limitations Act, which provides preference to bidders offering Pennsylvania-made supplies. Contractors must comply with enhanced minimum wage provisions, requiring a minimum wage of $12.00 per hour for employees, with annual increases planned through 2024. The bridge materials must meet specific engineering standards, including live load requirements of 85 psf and wind load of 75 psf, with decking options including No. 2 or better Southern Yellow Pine or Fiber Reinforced Polymer decking. While no specific budget range is explicitly stated, the contract includes requirements for material certifications, detailed engineering specifications, and precise delivery and installation parameters. Invoicing will require inclusion of specific identifiers such as purchase order number, project number, and the contractor's SAP Vendor Number, with bid results to be posted on the Commonwealth's e-marketplace website within three business days of bid opening.
