About this opportunity

The Town of Manchester, Connecticut, through the Hockanum River Water Pollution Control Facility located at 120 Thrall Road, is seeking procurement for the furnishing and installation of a new influent channel sewage grinder. The specific equipment required is either a Vogelsang Model XRC136-1400QD HCS/HCD or JWC Environmental Model CDD6016-XDM2.5 grinder, designed for continuous duty grinding of municipal wastewater solids. The project involves a comprehensive replacement of the existing JWC influent channel sewage grinder, including the drive unit assembly, auger assembly, control panel, and anchorage system. Proposals will be evaluated by a committee using a points-based system with four key criteria: quality and thoroughness of the proposal (50 points), demonstrated understanding of the assignment (20 points), relevant experience (20 points), and proposed cost (10 points). The solicitation was released on October 17, 2023, with a deadline for questions on October 24, 2023, and proposals must be submitted electronically by November 2, 2023, at 11:00 am. The Town reserves the right to shortlist proposals and conduct interviews with potential contractors.

The contract includes specific requirements for bidders, including compliance with the Town's Living Wage Ordinance, which mandates contractors with service contracts exceeding $25,000 to pay eligible employees a living wage of $16.59 per hour with comprehensive health benefits or $24.59 per hour without. Comprehensive insurance requirements are specified, including workers' compensation, commercial general liability, automobile liability, and excess coverage, with the Town of Manchester to be named as an additional insured. The contract will include a five-year warranty covering parts and labor for the equipment. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid does provide exemption options for nonprofit organizations with 501(c) tax-exempt status, companies employing fewer than 25 eligible employees, or those with annual contract values under $25,000. The technical specifications include detailed engineering drawings and component specifications for the JWC Channel Monster sewage grinder, indicating a complex infrastructure replacement project with precise technical requirements. Though a specific budget range is not disclosed, the comprehensive technical specifications and warranty provisions suggest a significant municipal infrastructure investment.
