Key dates include a question submission deadline of March 4, 2025, at 3:00 PM CT, with proposal responses due by March 12, 2025, at 3:00 PM CT. The anticipated contract term is from April 1, 2025, through June 30, 2025, with a potential extension of up to twelve additional months.

The procurement offers preference points for certified targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses, with up to 12% preference for certified veteran-owned small businesses on procurements up to $2 million. Small businesses owned by racial minorities, women, persons with substantial physical disabilities, veterans, or those located in economically disadvantaged counties are encouraged to participate. Proposals exceeding $50,000 must include a surety bond for 5% of the total response amount. Contracts exceeding $100,000 require a Workforce Certificate, and those over $500,000 need an Equal Pay Certificate. The estimated total contract value ranges from $40,000 to $60,000, though this is not a minimum or maximum guarantee. Contractors must comply with prevailing wage rates and include all associated costs in their pricing, including equipment, materials, tools, transportation, labor, taxes, overhead, profit, permits, insurance, and licensing. The Minnesota State Academy will be responsible for hiring a separate contractor to move the sprinkler line, smoke detector, and provide a dedicated electrical outlet for the booth.
