About this opportunity

The Washington Suburban Sanitary Commission (WSSC), Maryland, is soliciting sealed responses to furnish and deliver small and large water meters and related accessories on an as-needed basis, with responses due October 13, 2026 at 2:00 p.m. via the WSSC eProcurement Portal. Questions are due September 28, 2026 at 2:00 p.m. This is a cooperative purchasing vehicle under the Mid-Atlantic Purchasing Team framework, enabling WSSC to leverage combined buying power among multiple jurisdictions in the region.

Bidders must be manufacturers, not distributors, with a minimum of five years of manufacturing and distribution experience serving water and wastewater utilities. The scope covers three meter categories: Small Positive Displacement (5/8" to 1"), Large Positive Displacement (1.5" to 2"), and Ultrasonic (5/8" to 12"). All meters must comply with AWWA standards C-700, C-715, and C-750, and carry NSF/ANSI Standards 61 and 372 certification — both mandatory capability filters.

Pricing must be firm unit prices, all-inclusive of shipping and FOB Destination, with no minimum quantity guarantees. The contract awards to the responsive and responsible bidder submitting the lowest bid price. WSSC reserves the right to award to a single contractor and will consider prompt payment discounts of 15 days or more in the award determination. The contractor must provide a manufacturer-backed lifetime warranty on all meter main cases, technical support including software downloads and training, comprehensive insurance (Workers Compensation, Commercial General Liability, Business Auto Liability), and comply with WSSC procurement regulations, nondiscrimination policies, and ethics requirements. All deliveries must occur FOB Destination during specified receiving hours (7:30 a.m.–11:45 a.m. and 12:45 p.m.–3:45 p.m., Monday through Friday). COVID-19 effects are expressly excluded from Force Majeure provisions.
