About this opportunity

The Pasadena Fire Department (PFD) is seeking qualified vendors to provide a comprehensive procurement of Scott Air-Pak X3 Pro Self-Contained Breathing Apparatus (SCBA) equipment through a competitive bid process. The solicitation specifically requests one hundred and forty-five (145) 3M Scott X3 Pro SCBAs (Latest Model), along with associated accessories including 145 cylinders, 172 masks in various sizes, regulators, locator systems, telemetry equipment, and emergency air supply systems. All units must be new with full factory warranties and delivered complete and ready for service. The invitation for bid (IFB) was released on March 7, 2024, with electronic submissions required prior to 2:00 pm on Monday, March 18, 2024, through the City's eProcurement Portal. The resulting contract will be a five-year agreement, with orders placed on an as-needed basis by PFD personnel, and the city will award the contract to the lowest responsive and responsible bidder. Evaluation criteria will include material quality, vendor capacity, performance history, and ability to provide future maintenance. Bidders must maintain pricing validity for 120 days and provide comprehensive documentation including forms AA-1, AA-2, and a Declaration of Non-Collusion.

The procurement opportunity includes provisions for Section 3 Federal Requirements, which aim to provide employment and contracting opportunities to low-income individuals, particularly those receiving government housing assistance. Businesses can qualify as Section 3 businesses by meeting specific ownership and labor hour criteria, with benchmark goals of 25% of total labor hours worked by Section 3 workers and 5% by Targeted Section 3 workers. The bid also offers a trade-in credit opportunity for the department's existing equipment, specifically 90 Scott X3 SCBAs and 4 RIT-Pak III Emergency Air Supply Systems. While no specific budget range is explicitly stated, the comprehensive nature of the equipment procurement suggests a significant investment. Vendors must complete various federal compliance forms, including HUD-related documentation and lobbying activity disclosures. The city emphasizes compliance with local and federal regulations, including equal opportunity employment certifications and workforce utilization reporting. Additional requirements include submission of a Unique Entity Identifier (UEI) from SAM.gov, with a warning that failure to submit this identifier may result in the bid being deemed non-responsive.
