About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on behalf of the Maine Department of Transportation (MaineDOT) for a Heat Controller oil furnace model LG14-350/450B60 with burner or equivalent to establish a master agreement contract, with quotations due April 19, 2024 at 4:00 p.m. Eastern Standard Time. Bidders must submit questions through the State of Maine's AdvantageME Vendor Self Service system no later than two business days before closure.

The furnace must deliver 350,000 to 450,000 BTU output with a minimum 3.0 GPH oil input rating, maximum 6,000 CFM blower rating, a minimum 5-year limited warranty on the heat exchanger, and a 1-year warranty on parts. Bidders may submit equivalent items if they provide a detailed comparison sheet demonstrating no significant variance from specifications; MaineDOT makes the final equivalency determination. All mandatory documentation includes signed bid cover page, debarment certification, product data sheets, warranty information, MaineDOT certifications regarding noncollusion and equipment performance, specification compliance certifications, and acceptance of MaineDOT terms and conditions.

MaineDOT anticipates purchasing five units during the initial contract period. Pricing must be quoted on a Free on Board (FOB) Destination basis, inclusive of all shipping charges to Augusta, Maine. The initial contract period runs April 16, 2024, through April 30, 2025, with four optional one-year extension periods available through April 30, 2029. The resulting master agreement permits authorized State agencies and, at the vendor's discretion, Maine municipalities, political subdivisions, and school districts to place orders as needed.

Award will be made on a best value basis considering conformity with specifications, delivery capability, and lowest price among conforming bids. The State reserves the right to decline award to bidders with documented poor performance or terminated contracts within the last five years. The State is exempt from federal, state, and local taxes on articles not for resale.
