About this opportunity

The Texas A&M University System Office of Procurement and Business Services is requesting proposals for a fundraising feasibility study supporting the Texas A&M-Fort Worth Capital Campaign, with proposals due September 10, 2026 at 2:00 p.m. Central Time. The contract is valued at $100,000 or more, triggering a mandatory Texas state Subcontracting Plan with a 2% subcontracting goal and preference for vendors certified through the Veteran Heroes United in Business (VetHUB) program; all respondents must demonstrate good faith effort to recruit and notify at least two VetHUBs for each subcontracting opportunity, allowing a minimum of seven business days for responses.

The scope comprises five subject areas: project planning and discovery; stakeholder interviews and market assessment (40–75 confidential interviews); campaign assessment; campaign strategy and financial analysis; and final report and presentation. The study will evaluate philanthropic potential, campaign readiness, donor interest, and fundraising strategies for the Texas A&M-Fort Worth urban research campus in downtown Fort Worth.

The performance period runs from execution through successful completion, estimated at three to four months, with the A&M System retaining negotiation rights for extensions beyond the initial term. Respondents must demonstrate experience in higher education fundraising, capital campaign planning and feasibility studies, major and principal gift strategy, corporate and foundation fundraising, and campaign assessments. Preference is given to firms with experience in the Dallas-Fort Worth Metroplex, research institutions, and complex multi-stakeholder campaigns. Cost proposals must itemize total aggregate cost by phases and deliverables with a proposed payment plan. The A&M System will evaluate proposals based on best value, considering proposed costs, ability to meet needs, qualifications and experience, and past relationship with the A&M System. Questions are due August 20, 2026; an addendum will be released by August 26, 2026. Finalist interviews are anticipated the week of September 21, 2026, with an anticipated award by October 9, 2026.
