About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Energy and Environment Cabinet's Division of Forestry, is requesting bids on fumigation chemicals and materials for two tree seedling nurseries, with bids due July 27, 2026 at 1:30 PM EST. Qualified bidders including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and qualified nonprofits serving individuals with severe disabilities receive preference equal to 15 or 20 percent of maximum points; Kentucky resident bidders are eligible for reciprocal preference equal to the preference given by the nonresident bidder's state.

The scope comprises 9,000 pounds total of Tri-Brom 80 fungicide (containing 80 percent methyl bromide and 19.9 percent chloropicrin) at 4,500 pounds per location and 22 rolls total of Totally Impermeable Film (TIF)—a 7-layer barrier plastic measuring 156 inches wide by 4,000 feet long—at 11 rolls per location. Deliveries are requested to John P. Rhody Nursery in Gilbertsville and Morgan County Nursery in West Liberty, Kentucky on or before September 1, 2026. Pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales or use tax, with delivery costs included.

The initial Master Agreement period runs one year from award, with options to extend for four additional two-year periods upon written approval by all parties. Price increases are prohibited during the first twelve months; thereafter, increases require documented industry-wide justification submitted at least thirty days in advance.

Award uses a best-value ranking approach: price is weighted at 95 points and delivery capability at 5 points. Vendors meeting the September 1 delivery date receive the maximum 5 delivery points; those unable to meet this date receive zero points but must state their best delivery timeframe. All bids must be submitted electronically through the Commonwealth's eProcurement system; paper bids are not acceptable. Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate is required; Automobile Liability Insurance of $1,000,000 combined single limit is required if the vendor provides delivery. Vendors must register with the Kentucky Vendor Self Service System prior to submission. Written vendor questions were due July 13, 2026, with Commonwealth responses issued by July 17, 2026.
