About this opportunity
The Commonwealth of Kentucky's Finance and Administration Cabinet is requesting bids on fumigation chemicals and materials for tree seedling nurseries, with bids due July 27, 2026 at 1:30 PM EST and written questions due July 13, 2026 at 12:00 PM EST. Qualified bidders including Kentucky Correctional Industries and nonprofits serving individuals with disabilities may receive preference equal to 15 to 20 percent of maximum points; Kentucky resident bidders may receive reciprocal preference if applicable.
The scope comprises Tri-Brom 80 fungicide (9,000 pounds total: 4,500 pounds per location) containing 80 percent methyl bromide and 19.9 percent chloropicrin, and Totally Impermeable Film (TIF) — a seven-layer barrier plastic measuring 156 inches wide by 4,000 feet long in clear color (22 rolls total: 11 rolls per location). Delivery is to two Kentucky Division of Forestry nurseries: John P. Rhody Nursery in Gilbertsville and Morgan County Nursery in West Liberty, with preferred delivery on or before September 1, 2026.
Pricing shall be quoted firm, F.O.B. Destination Freight Prepaid and Allowed, with delivery costs included and prices exclusive of federal excise tax and state sales and use tax. The award will be made on a best value basis weighted at 95 points for price and 5 points for delivery timeframe. Vendors delivering by September 1 receive the full five delivery points; those unable to meet this deadline receive zero delivery points.
The resulting Master Agreement will have an initial term of one year from the award date, with four optional two-year renewal periods available at the Commonwealth's discretion and with mutual written approval. Prices shall remain firm for the first 12 months; price increases after that period require written justification and Commonwealth approval, while price decreases must be reported immediately.
Vendors must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability insurance if performing delivery. All bids must be submitted electronically through the eProcurement system; paper bids are not acceptable. Vendors must comply with Kentucky tax registration, nondiscrimination requirements, and lobbying prohibitions, and submit a notarized affidavit affirming compliance with Kentucky campaign finance laws under KRS 45A.110 and 45A.115.
