About this opportunity

The City of Houston is soliciting a vendor to wrap a 2024 Chevrolet Tahoe and repair body damage from police-light removal, changing the vehicle's exterior color from black to blue, with proposals due September 22, 2026. Vendors must be located within 50 miles of the Houston-Sugarland-Baytown metropolitan statistical area and are responsible for completing all work in-house without subcontracting to third parties.

The scope includes full body inspection; removal of all noncovert police lighting (grill lights, bumper lights, rear hatch lights, mirror lights, side mirror assemblies, and auxiliary LED modules); assessment of mounting points for cosmetic or structural damage; repair of all holes, scratches, surface imperfections, and underlying body damage left by light removal; and application of a factory-grade full exterior wrap to all black-painted surfaces in one of three approved blue shades. The vendor must fill and smooth openings, correct paint scuffs, and level all affected areas before wrap application, then perform final quality inspection to confirm uniform coverage and successful repair of all former light-mounting areas. No removal of existing wrap is required.

Approved wrap colors are KPMF K75441 Excelsior Blue Gloss Cast VWS IV, KPMF K75469 Blue Black Iridescent Gloss Cast VWS IV, or 3M Gloss Boat Blue (Series 2080); any alternate colors require prior requestor approval. The City has provided photographic documentation of the vehicle's current condition with the bid package (Internal Reference #10359865).
