About this opportunity

The South Dakota Department of Tourism is seeking proposals for comprehensive fulfillment services through RFP #25RFP12489, targeting a vendor to manage warehouse and distribution operations for state tourism publications. The scope encompasses processing approximately 195,000 vacation guides, 350,000 highway maps, and 100,000 specialized publications, alongside promotional materials like decals, posters, t-shirts, and day packs. Key service requirements include infrastructure and equipment provision, secure storage, printing, labeling, presort, domestic and international distribution, and detailed reporting capabilities. Critical evaluation criteria will likely focus on vendors' ability to maintain data confidentiality, manage complex mailing logistics, and demonstrate technological capabilities for database management and targeted distribution. The procurement timeline is structured with specific milestones: questions are due by January 30, 2025, with state responses provided by February 5, 2025, and proposals must be submitted by February 14, 2025. The anticipated contract award date is March 3, 2025, with an initial contract term running from April 1, 2025, through June 30, 2028, and potential for two additional one-year renewals.

While the RFP does not explicitly specify set-aside designations or preferences for disadvantaged business enterprises, the document emphasizes vendor capabilities in handling significant volume and complex logistical requirements. The current tourism industry context is noteworthy, with South Dakota's tourism sector generating $384 million in state and local taxes in 2023 and attracting 14.7 million visitors who spent $4.96 billion. Vendors must demonstrate robust technological infrastructure for processing daily guide requests, which typically average below 300 but can spike to 2,000 during promotional periods. Potential contractors will need to provide detailed cost breakdowns covering postage, shipping materials, handling, data entry, packet creation, label production, technology, data management, warehouse storage, account management, and comprehensive reporting. Although specific budget ranges are not explicitly stated, the scale of publication and promotional material distribution suggests a substantial contract value that would require significant operational capabilities and financial stability from potential bidders.
