About this opportunity
The Commonwealth of Kentucky's Department of Agriculture, Division of Regulation and Inspection, issued Request for Quotation (RFQ) 758 2000000150 on May 22, 2020, seeking vendor responses for the procurement of 500 steel 1-gallon closed-head fuel testing drums. The drums must meet specific technical specifications including 24-gauge unlined construction with rust inhibitor, 3/4" Reike Bung configuration, and approval for shipping hazardous goods under commodity code 31870. All prospective bidders must submit complete responses for all line items through the Kentucky Vendor Self Service (VSS) eProcurement system at https://emars311.ky.gov/webapp/vssprdonline/AltSelfService, with written questions due by May 28, 2020, at 10:00 AM ET and quote submissions due by June 8, 2020, at 1:30 PM ET. Delivery must be completed prior to June 30, 2020, with vendors required to specify delivery time in working days and include all freight charges on an F.O.B. Destination Freight Prepaid and Allowed basis. Award will be made on a best value basis using measurable criteria allocating 90 points to price, with the lowest bidder receiving maximum points and subsequent bidders scored proportionally, and 10 points to delivery performance. All proposed pricing must remain valid for a minimum of 60 days after the bid due date and must exclude federal excise taxes and Kentucky sales or use taxes. Late deliveries are subject to one percent daily deductions from invoices, and no bidders' conference or site visit is scheduled.
The solicitation extends reciprocal preference to Kentucky resident bidders and additional preferences to qualified entities including Kentucky Correctional Industries (20 percent preference) and Kentucky Industries for the Blind along with qualified nonprofit agencies (15 percent preference). Prospective bidders claiming resident or qualified bidder status must provide documentation demonstrating eligibility and compliance with applicable Kentucky statutes and regulations. All bidders must submit the completed Annual Affidavit and Other Affidavits (2020) certifying compliance with Kentucky campaign finance laws, tax registration requirements, and attestation of non-delinquency on state taxes and fees, along with the signed solicitation face sheet and acknowledgment of all terms and conditions outlined in Attachment A and addenda. The specific budget or award value for this procurement is not disclosed in the solicitation documents. The Commonwealth reserves the right to cancel the contract with 30 days' written notice and may deem vendors ineligible from further participation for failure to comply with solicitation provisions, or may consider bids non-responsive if they fail to meet stated specifications or submission requirements.
