About this opportunity

Palm Beach County Board of County Commissioners is requesting sealed bids for a one-time purchase of a 9,000-gallon fuel tanker under IFB 26-074/BB, with bids due November 19, 2026 at 4:00 p.m. local time. A 5% local preference is available to businesses maintaining a permanent place of business in Palm Beach County, requiring verification through a valid Business Tax Receipt and Certification of Business Location.

The tanker must be new merchandise, free from defect. All unit prices must remain firm for ninety days from bid submission and throughout any contract term and renewals. Bidders must submit sealed bids with one concurrent electronic copy in PDF format on CD or flash drive to the Palm Beach County Procurement Department at 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199.

If subcontractors are utilized, bidders must comply with Palm Beach County's Small Business Development Program requirements, including completion of Schedules 1 and 2 identifying all subcontractors and subconsultants as either certified small business enterprise (SBE) or non-SBE entities with corresponding dollar amounts or percentages of work. As long as an SBE goal exists, Schedules 1, 2, and 2(a) must accompany all bids to be considered responsive. All subcontractors must be registered in the Procurement Department's Vendor Self Service system prior to contract finalization.

Bids must be signed by an agent with authority to bind the company; unsigned bids shall be rejected. Bidders are subject to criminal history records checks and E-Verify employment eligibility verification, and must comply with all federal, state, and local laws, including Davis-Bacon Act requirements if applicable. Questions are due November 5, 2026 at 4:00 p.m. Palm Beach County time. Recommended awards will be posted for a five-business-day protest period following bid opening. Palm Beach County reserves the right to reject any or all bids and to acquire goods through State of Florida contracts if lower pricing is available.
