About this opportunity

Caltrans District 03 is seeking a contractor to provide comprehensive Fuel Tank Inspection and Repair Services across multiple California counties, including Butte, Colusa, El Dorado, Glenn, Nevada, Placer, Sacramento, Sierra, Yolo, and Yuba. The procurement is an Invitation for Bid (IFB #03A3946) for troubleshooting, servicing, maintenance, and repair of fuel-dispensing equipment at various Caltrans owned properties and maintenance stations. Specific deliverables include annual/monthly STI-SP001 Inspections, Air Quality Tests, and Above Ground Storage Tank (AST) Integrity Evaluation Reports for 26 sites involving 34 above-ground storage tanks and 2 underground storage tanks. The contractor must prepare all necessary documentation to maintain compliance with Title 40, Code of Federal Regulations Part 112, and will be responsible for responding to regulatory issues and citations. The bid submission deadline is February 11, 2025, at 2:00 p.m., with bid opening at 2:30 p.m., and the anticipated contract term is from March 16, 2025, to March 15, 2028. Contractor qualifications include possessing either a Class A-General Engineering Contractor license or a C-61/D40 Service Station Equipment and Maintenance Contractor license, and having an employee registered with the Steel Tank Institute as a certified SP001 inspector.

While there is no mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement, the solicitation encourages DVBE participation with a 5% incentive for 100% DVBE involvement. The contract includes a 25% Small Business (SB) participation goal, and prevailing wages will apply if the total bid amount exceeds $15,000. The total bid proposal must not exceed $461,000, with payment terms based on hourly rates and actual costs of materials/supplies. No specific incumbent vendors are listed, and the solicitation does not mention existing infrastructure integration requirements. Notably, the contract explicitly states that no tank removal or replacement will be required under this agreement. The 26 sites feature Underwriters Laboratories (UL) Standard 2085-double wall ASTs for Flammable and Combustible Liquids, suggesting a focus on maintaining existing fuel storage infrastructure across Caltrans District 03 facilities.
