About this opportunity
The New York State Office of General Services (OGS) is soliciting bids for a statewide contract to provide Fuel Oil, Heating (Grades #2 Kerosene and Bioheating Fuel) for authorized users across all New York counties. The procurement aims to establish a contract for bulk fuel oil delivery to various state and local government storage facilities, with the primary objective of securing a reliable fuel supply for heating purposes. The solicitation (ID 23417) requires contractors to furnish, deliver, and unload fuel oil as specified in the bid documents. Vendors must submit an Intent to Bid by July 25, 2025, at 5:00 PM ET, with the final bid due on August 14, 2025, at 1:30 PM. The contract term is set for October 3, 2025, through October 2, 2027. Evaluation criteria will focus on responsiveness, responsibility, and the ability to meet the specified terms, with the contract to be awarded to the lowest responsive and responsible bidders.
The procurement includes specific Minority and Women-owned Business Enterprise (MWBE) participation goals, with a total target of 30% (15% Minority-owned and 15% Women-owned businesses). There are no Service-Disabled Veteran-Owned Business (SDVOB) goals for this solicitation. Previous contractors include numerous fuel and energy companies such as Adirondack Energy Products, Buell Fuel, Global Montello Group, HOP Energy, and Sprague Operating Resources, among others. Vendors must navigate specific procurement lobbying restrictions and communication guidelines as outlined in State Finance Law. The solicitation encourages vendors to opt-in for email notifications and carefully review all updated documents to ensure compliance. While specific contract values are not explicitly stated, the statewide nature of the contract and the comprehensive fuel oil requirements suggest a potentially significant procurement opportunity for qualified suppliers meeting the specified MWBE participation goals.
