About this opportunity

The Texas Department of Public Safety is soliciting bids through Invitation for Bid 405-27R0002880 for two complete FTIR spectrometer systems with attenuated total reflectance (ATR) accessories and installation, with electronic responses due November 9, 2026 at 5:00 p.m. Central Time. The IFB names a single referenced product, the Nicolet Summit FTIR Spectrometer (Part No. 912A1139), with compatible ATR accessories, which makes that specification the central capability filter.

Line items include FTIR spectrometer units, ATR iD7/iTX AR coated diamond crystals, ATR optical bases, power cords, and installation services. Delivery goes to Austin (Building U, 5800 Guadalupe Street) and El Paso (11612 Scott Simpson Drive). Bidders must price on the Mandatory Pricing Schedule for all costs, fees, licenses, and delivery, and that final pricing is the sole compensation under the contract. Bidders must submit financial documentation, either audited financial statements for the past two years or a Dun & Bradstreet Business Information Report with Viability and Portfolio Comparison Scores, along with three references for similar past contracts. The Direct Deposit Authorization Form (74-176), Application for Texas Identification Number (AP-152), and W-9 must accompany the bid. The Information and Certifications Form, revised May 26, 2026, carries compliance obligations, including E-Verify, CJIS security policies, background checks, and Texas Buy requirements.

DPS may award one or more contracts to responsible bidders offering best value but will award no more than one bidder per line item, and it may reject all bids or award no contract. The term runs one year from the effective date, with an option for DPS to extend performance six months. DPS guarantees no minimum compensation and makes no payment until the Contract Monitor approves the commodities or services. Anticipated award is November 13, 2026. Bids remain valid 180 days after opening. Vendors must register through the DPS Online Bid Room, which can take up to two business days to issue credentials, or submit by email to DPS_Solicit_Response@dps.texas.gov. Texas law governs, with venue in Travis County. Responses are subject to the Texas Public Information Act unless labeled proprietary with legal basis.
