About this opportunity

Fayetteville Technical Community College (FTCC) is seeking professional engineering, project planning, design, and construction administration services for a comprehensive roof replacement project at the Thomas R McLean Administration Building located in Cumberland County, North Carolina. The procurement involves a total roof replacement for a one-story building originally constructed in 1973, with additions in 1999, covering approximately 19,602 square feet. Specifically, the project requires a complete tear-off and replacement of both the original building and the 1999 addition, with distinct roofing specifications including new mechanically fastened tapered insulation, coverboard, and an 80-mil PVC membrane for the original structure, and removal and replacement of metal roof panels and gutters for the 1999 addition. Proposing firms must be licensed to practice architecture, engineering, or landscape architecture in North Carolina and must submit a Letter of Interest and Standard Form 254 electronically through the Vendor Portal. The proposals are due by August 14, 2025, at 2:00 PM ET, and will be evaluated by the State Building Commission based on ten selection criteria including specialized expertise, past performance, staffing, design approach, construction administration capabilities, and proximity to the project location. The submission must not exceed ten single-sided or five double-sided pages, excluding the SF 254.

While no specific set-aside designations or restrictions on responding organizations are explicitly mentioned, the procurement appears open to qualified architectural and engineering firms. The project contact is Rodney Rogers, reachable at (910) 678-8371 or rogersw@faytechcc.edu. The total project budget is $750,000, with funding sourced from the county. No incumbent vendors or existing contractors are identified in the documentation. The project requires integration with the existing building infrastructure, specifically addressing the roofing systems of the 1973 original building and the 1999 additions. The scope of work includes comprehensive roof replacement, involving removal of existing roofing materials, installation of new roofing systems, and associated architectural and engineering design and construction administration services. Proposing firms should demonstrate expertise in roof replacement techniques, understanding of the specific building's architectural characteristics, and capability to execute a complex roofing renovation project within the specified budget and timeline.

Fayetteville Technical Community College (FTCC) is searching for a firm to provide professional engineering, project planning, design and construction administration services for a roof replacement project at FTCC's Thomas R McLean Administration Building. Project consists of the removal and replacement of approximately 19,602 total square feet of roofing. This is a one-story building constructed in 1973 with an addition added to the north side in 1999, and a later addition added to the south side. **The south side roof is not included in this project. ** The original 1973 building has a low slope roof approximately 12,280 square feet. The roof system consists of metal roof deck, an asphalt vapor retarder, 1.5-inch polyisocyanurate insulation, 0.75-inch fiberboard and a smooth surface built-up roof with an aluminum coating. The 1999 addition has a combination of steep slope metal roof panels and low slope roofing, totaling approximately 7,322 square feet. This will be a total tear-off and replacement of both the original 1973 building and the 1999 addition. New mechanically fastened tapered insulation, coverboard and thermoplastic 80mil PVC membrane are recommended for the new roof system for the original 1973 building. For the 1999 addition, metal roof panels need to be removed to install new roof membrane and replaced with new metal roof panels along with the gutters and downspouts.
