About this opportunity
Fayetteville Technical Community College (FTCC) is seeking professional engineering services for a roof replacement project at the Nursing Education & Simulation Center (NESC) building located in Cumberland County, North Carolina. The procurement is a Request for Qualifications (RFQ) for comprehensive roof replacement services, involving approximately 28,090 square feet of roofing across one-story low slope and second story areas. The project requires recovering the existing roof with an 80mil PVC membrane, as the current roof membrane has no remaining service life. Interested firms must submit a Letter of Interest and Standard Form 254 electronically through the NC Vendor Portal by August 21, 2025, at 2:00 PM ET, using Bid Number 96-2602_ES-2959. The selection committee will evaluate proposals based on specialized expertise, past performance, staff capabilities, design approach, construction administration capabilities, and proximity to the project location. Proposing firms must be licensed to practice architecture, engineering, or landscape architecture in North Carolina, with submission materials limited to ten single-sided or five double-sided pages, plus the SF-254 form.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Proposing firms must be licensed professional services providers in North Carolina, with no apparent limitations on firm size or type. The total project budget is $550,000, with funding sourced from County and State Capital Improvement Funds (SCIF). No incumbent vendors or existing contractors are mentioned in the documentation. The project involves replacing a roof system originally constructed in 2000, which currently consists of a 1.5-inch type B metal roof deck, 2.5-inch polyisocyanurate insulation, 0.5-inch perlite coverboard, and an asphalt built-up roof with a gravel surface. Firms interested in the project will need to demonstrate technical capability to perform a comprehensive roof replacement, including engineering assessment, design, and construction administration services for the NESC building.

Fayetteville Technical Community College (FTCC) is searching for a firm to provide professional engineering, project planning, design and construction administration services for a roof replacement project at the Nursing Education & Simulation Center (NESC) building. This building was constructed in 2000 and is comprised of a one-story low slope roof area of approximately 13,300 square feet including parapet walls and a second story roof area of approximately 14,790 square feet, for a total of 28,090 square feet. The roof system is original to the building and consists of 1.5-inch type B metal roof deck, 2.5-inch polyisocyanurate insulation mechanically fastened, 0.5-inch perlite coverboard adhered and an asphalt built-up roof with a gravel surface. The college completed a roof assessment that determined the roof membrane has no remaining service life and therefore is a good candidate for a recover with an 80mil PVC membrane since the vast majority of the insulation is dry.
