About this opportunity

Portland Public Schools (School District No. 1J, Multnomah County, Oregon) is soliciting proposals under RFP 2026-045 to establish a Flexible Services Contractor Pool for as-needed electrical services, with proposals due December 2, 2026 at 2:00 p.m. Pacific Time. Proposers must hold current Oregon Construction Contractors Board licensure and a State of Oregon Lead Based Paint Renovation License, plus proof of bonding capability and insurance before award.

The scope covers high and low voltage work, including emergency response, installation, repair, diagnostics, lighting repair, breaker replacement, grounding repair, controls wiring, and temporary power across 80 schools and approximately 100 facilities. Projects are typically valued between $5,000 and $100,000 with limited scope and short deadlines. Contractors must comply with fingerprint-based criminal history verification, public works bond requirements under ORS 279C.836, performance and labor/materials payment bonds, and asbestos and hazardous materials protocols. Prevailing wage rates from Oregon's Bureau of Labor and Industries apply to all work. Proposers must submit three references, including the most recent District project if they have contracted with the District within five years.

The District intends to award multiple three-year contracts. Work is authorized through individual Work Authorizations issued sequentially to contractors on a randomly generated pool list, and the District guarantees no work or maximum compensation. Compensation is time and materials at hourly rates for Foreman, Journeyman, Apprentice, and overhead positions, including Project Manager, Procurement, and Admin. Attachment D weights rate evaluation at 20 percent Foreman, 60 percent Journeyman, and 20 percent Apprentice, and rates must include profit and home office overhead. The contract includes an aspirational goal of 18 percent participation by certified businesses, and Work Authorizations exceeding $200,000 carry workforce diversity requirements. Retainage is 5 percent. The anticipated contract effective date is January 27, 2027. Public proposal opening follows at 2:05 p.m. Pacific Time the same day via teleconference.
