About this opportunity
The Town of Brookline, Vermont, in Windham County, has issued a Request for Proposal (RFP) for the restoration of the historic Stone Arch Bridge (structure number 66-11) on Hill Road, a FEMA-funded project. The procurement seeks a dry stone building professional qualified to execute comprehensive restoration work on the stone arch bridge structure. The scope of work includes road closure and management, pavement removal, guard rail removal, dismantling and resetting of downstream and upstream stone wing walls, opening and resetting the middle section of the stone arch on the south side, erosion mitigation behind the dry stone wing walls through installation of water barrier materials, cement culvert mitigation with additional cement application as needed, installation of new road pavement, and installation of steel-backed timber guardrails to restore full road functionality. A mandatory bidders' meeting and site visit is scheduled for March 10, 2026 at 11:30 AM at Town Hall (734 Grassy Brook Road, Brookline, Vermont 05345), with all sealed bids required to be submitted to Town Hall no later than 2:00 PM on March 30, 2026, and all work must be completed by September 15, 2026. Interested bidders must contact project engineer Everett Hammond at (802)-376-0042 or hammondeng@gmail.com to request the full RFP, submit questions, and confirm attendance at the mandatory meeting. All bidders must meet applicable FEMA requirements for bidding, contract terms, work completion, and final project closeout, and the Town Selectboard reserves the right to reject any and all bids at its sole discretion.
The RFP documentation does not specify set-aside designations, disadvantaged enterprise restrictions, or preferences for particular organization types; however, the requirement that all bidders meet applicable FEMA regulations for this federally-funded project establishes baseline compliance standards for all interested parties. No incumbent vendors or current contractors are identified in the available procurement materials, and no existing infrastructure integration requirements beyond the restoration of the historic stone arch bridge structure itself are noted. The Brookline Stone Arch Bridge Assessment Report prepared by Brian Post is referenced as an available resource for bidders to review during the proposal development process. The RFP documents do not contain a stated contract award value or budget range for this restoration project.
