About this opportunity
Bucks County Purchasing Department is requesting proposals for design and engineering services for the Frosty Hollow Trail project in Middletown Township, with proposals due August 10, 2026 and a non-mandatory pre-proposal conference on July 16 at 2:00 PM ET via Microsoft Teams. The project is funded by a TASA Funding Grant, and all work must conform to TASA standards and requirements — a core eligibility constraint that may influence methodology and staffing.
The scope encompasses a 0.90-mile trail comprising 0.30 miles of ADA-compliant upgrades to existing concrete trail and 0.60 miles of new asphalt trail across two tax map parcels. The trail traverses a PECO transmission line corridor and must comply with an existing County–PECO agreement and PECO standards S-7070, S-7073, and S-1011. Deliverables include property boundary surveys, utility clearance investigations, environmental assessments, wetlands surveys, erosion and sedimentation control plans, stream crossing design, permitting from the Pennsylvania Department of Environmental Protection and U.S. Army Corps of Engineers, ADA-compliant trail design meeting AASHTO standards, construction cost estimates, and final Plans, Specifications and Estimates packages. All design costs must be broken down by task with hourly breakdowns of assigned staff using the County's cost proposal template.
Evaluation criteria weight demonstrated trail design experience within the past five years, project completion history on time and within budget, personnel qualifications, TASA project experience, PECO coordination and standards experience, cost-estimating accuracy, project management capabilities, and proposed timeline. Contractors must carry Professional Liability Insurance and execute the County's standard Professional Services Agreement. The contract term runs from execution until completion. Questions are due July 27, 2026 at 12:00 PM. The County reserves the right to award to multiple vendors, reject all proposals, and terminate with 10 days' written notice.
Opportunity text
The purpose of this project is to construct the 0.90 -mile Frosty Hollow Trail in Middletown Township, Bucks County, PA. The new trail would provide ADA complaint upgrades along approximately 0.30 miles of existing concrete trail and 0.60 miles of completely new trail. The project includes two tax map parcels 22-59-26 and 22-60-109. The trail is planned to traverse a PECO transmission line within tax map parcel 22-59-26. Any trail traversing the powerline corridor must comply with the conditions identified within an existing agreement between the County and PECO, included here as Exhibit D, and PECO standards S-7070, S-7073, and S-1011. Additional security features and coordination with PECO may be required as determined through the design review process. The trail itself will be composed of asphalt, unless a more appropriate surface is determined during design and engineering. Bucks County has secured a TASA Funding Grant that will be used for the design and engineering of the trail. Therefore, all work must conform to TASA standards and requirements. Ideally, the selected consultant will have a demonstrated background with TASA projects.
