About this opportunity
The Brazos River Authority is requesting proposals for freshwater mussel survey and aquatic species relocation services under RFP 26-1391, with proposals due July 16, 2026 at 10:00 a.m. and questions due July 3, 2026. The BRA will evaluate proposals on demonstrated competence and qualifications only; pricing is excluded from evaluation and any submittal containing pricing will be automatically disqualified. The BRA will negotiate contract terms with the most qualified respondent and proceed to the next-ranked firm if negotiations fail.
The scope encompasses literature and database reviews, field surveys to determine presence or absence of freshwater mussel species, population estimates using hookah and SCUBA diving techniques, photo documentation with GPS coordinates and shapefiles, species relocation when required, and compliance support for U.S. Army Corps of Engineers permits, Texas Parks and Wildlife Department requirements, and U.S. Fish and Wildlife Service consultation. The selected firm must maintain general liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate, professional liability of $1,000,000 per claim, workers' compensation at statutory limits, and automobile liability of $1,000,000 per claim.
The contract term is one year with renewal options for up to four additional one-year periods, for a potential five-year total. Compensation is time and materials billed separately per task up to mutually agreeable not-to-exceed amounts. Place of performance is streams, rivers, and reservoirs in the Brazos River Authority service area. Small, Minority, Women Owned Businesses, and Historically Underutilized Businesses are encouraged to apply. Proposals must not exceed 15 pages excluding resumes and required forms (W-9, Conflicts of Interest Questionnaire, acknowledgment of RFP receipt, and Non-Collusion Affidavit). Virtual proposal opening occurs at 11:00 a.m. on July 16. The BRA reserves the right to terminate the contract at any time without penalty or liability.
