About this opportunity

The Colorado Department of Corrections is soliciting quotes for fresh eggs for six correctional facility kitchens under DQ 2027000166, with written inquiries due November 9, 2026 at 3:00 p.m. Mountain Standard Time and quotes due November 12, 2026 at 1:00 p.m. No set-asides are indicated. All bidders must be registered with Bidnet Direct and submit quotes electronically through bidnetdirect.com//cdoc.

Scope covers U.S. Grade A brown or white medium or large loose-pack eggs in 15- or 30-dozen cases, USDA inspected, and stamped and dated no more than 17 days before delivery. Eggs must arrive at 45 degrees Fahrenheit or below at Arkansas Valley Correctional Facility in Crowley, Buena Vista Correctional Complex in Buena Vista, the Canon City Central Warehouse, Denver Women's Correctional Facility in Denver, Limon Correctional Facility in Limon, and Sterling Correctional Facility in Sterling. Deliveries occur during the week of November 16–20, 2026, with delivery on or before November 20. Equal specifications are permitted if they meet nutritional and quality standards and receive CDOC approval before award.

Exhibit D lists 420 cases of 30-dozen eggs, or 840 cases if bid in 15-dozen cases, though no specific order quantities are guaranteed. Pricing is per case, F.O.B. destination, and all-inclusive of delivery costs. Prices must remain firm during the initial term, and no shipping, surcharges, or taxes will be reimbursed. Award is on a purchase order basis for the specified delivery period.

Award goes to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price and cost as the primary considerations. Sample quality and delivery lead time may also be considered. Exhibit E requires disclosure of any performance outside the United States or Colorado.

Before purchase order execution, awardees must provide proof of good standing with the Colorado Secretary of State and an insurance certificate. Commercial general liability coverage requires minimum limits of $1,000,000 per occurrence and $1,000,000 general aggregate, with carriers rated "A" or better by A.M. Best and financial size category VII or better. Awardees must also complete a CDOC Enhanced Criminal Background Investigation within 30 days and comply with Consent to Search requirements and facility restrictions on cell phones and cameras. Failure to deliver on three separate occasions may result in disqualification from future solicitations for three years or indefinitely. Invoices are due by the 15th of each month.

Notice of Intent to Award and purchase order execution are both estimated for November 12, 2026, with the purchase order start date the same day.
