About this opportunity
Richmond County School System in Augusta, Georgia is soliciting sealed proposals under RFP#26-220 for design, delivery, and installation of playground equipment and poured rubber safety surfacing at Freedom Park K-8 School, with proposals due December 2, 2026 at 3:00 p.m. EST.
The project covers two playgrounds, one for ages 2-5 and one for ages 5-12, at 345 42nd Street, Building #43400, Fort Gordon, Georgia 30905. Fort Gordon is a military installation, so vendors must obtain access approvals, including NCIC background checks and visitor passes at Gate 6 off Gordon Highway. All playground equipment must be IPEMA-certified and comply with ASTM F1487, ASTM F1292, ASTM F1951, and CPSC Publication 325. Installation must be performed by certified Playground Safety Inspectors (CPSI) or qualified NPCAI personnel. The contractor assumes full responsibility for utility location and site preparation, backed by a three-year warranty against ground failure. Required warranties are a 10-year structural warranty on playground components and a minimum 5-year non-prorated warranty on poured rubber surfacing. Required insurance includes $5 million product liability, $1 million each for general liability and workers compensation and other required coverage, and a $5 million umbrella policy.
The allocated budget is $200,000, inclusive of all labor, materials, equipment, delivery, and installation. Delivery and installation must be completed within 90 days of award notification, with an anticipated award date of December 15, 2026. Proposals may not be withdrawn for 30 days from the opening date, and no price quotations may be submitted with proposals.
Proposals are scored on a weighted matrix: installation experience (15%), compliance with RFP instructions and technical specifications (10%), functionality and number of play events (20%), ADA compliance and play events (10%), component warranty strength (15%), protective covering or shade features (20%), and lead time for installation completion (10%).
Site visits are encouraged before proposal submission. All work coordination runs through David Perry in the maintenance department at 706-737-7189 or perryda@boe.richmond.k12.ga.us. Submissions require one hard copy and one digital copy on a labeled USB flash drive, plus all required forms, including the Sex Offender Acknowledgement and E-Verify affidavits.
