About this opportunity

Richmond County School System is requesting proposals for design, delivery, and installation of playground equipment and poured rubber safety surfacing at Freedom Park K-8 School in Fort Gordon, Georgia (RFP#26-216), with proposals due November 9, 2026 by 3:00 p.m. EST. A critical eligibility gate is that all non-Department of Defense personnel aged 18 and older must obtain a favorable NCIC background check and visitor's pass at Fort Gordon's Gate 6 prior to site access.

The scope encompasses two separate outdoor playgrounds—one for ages 2–5 and one for ages 5–12—with complete design, delivery, and installation of equipment and poured rubber safety surfacing. All equipment must meet or exceed CPSC Publication #325, ASTM F-1487-01, ADA accessibility requirements, and must be IPEMA certified. The safety surfacing must comply with ASTM F-1292-96 specifications with a 3-year limited warranty. Installation must be performed by a certified Playground Safety Inspector with manufacturer certification. Vendors must provide 1/4" scale plan view and color elevation drawings in *.dwg format, a detailed equipment component list with total play events, catalog pages for individual play events, an NPPS Supervision Safety Kit, and a maintenance kit.

Vendors must submit proof of minimum $5 million product liability insurance and certificates of general liability, workers compensation, automobile liability, contractual liability, errors and omissions, and umbrella coverage totaling $1 million each (or $5 million umbrella), naming Richmond County School System as additionally insured. Contractors must comply with E-Verify requirements and sign a Sex Offender Acknowledgement Form and E-Verify Affidavit. Proposal pricing must include all costs for product, delivery, and installation as a combined total; the school system is exempt from state sales taxes, and contract prices must exclude applicable federal or state taxes.

The anticipated award date is November 17, 2026, with delivery and installation to be completed within 90 days of notification. No pre-bid conference is scheduled, but vendors are encouraged to examine the project site. Written questions are due October 29, 2026 by 5:00 p.m. to Cecilia Perkins at the Business Office; responses will be distributed to all vendors via www.rcboe.org/bids.
