About this opportunity
The City of Palm Bay, Florida is requesting sealed bids for the Fred Poppe Regional Park Bridge and New Roadway project on behalf of Brevard County, with bids due August 4, 2026. The project involves construction of approximately 1,300 linear feet of new access roadway connecting the Regional Park Trail NW to St. Johns Heritage Parkway, including a three-span continuous concrete bridge spanning Melbourne Tillman Canal #7, pedestrian walks, stormwater management, and roadway lighting infrastructure.
The bridge is a cast-in-place structure with 18-inch square prestressed concrete piles, 98 feet overall length, 11-foot minimum vertical clearance, and 50-year design flood elevation of 15.90 feet NAVD 88, designed to AASHTO LRFD standards with HL-93 traffic loading and 100 percent dynamic load testing required per FDOT specifications. Concrete specifications include Class IV for substructure (5,500 PSI) and Class II for approach slabs (4,500 PSI). The roadway scope encompasses site clearing, grubbing, earthwork, grading, drainage, utilities installation, ADA-compliant sidewalks, turn lane improvements at St. Johns Heritage Parkway, 22 LED area light poles with 100W fixtures at 5000K, and comprehensive erosion and sediment control measures. The project must comply with Florida erosion control standards, 10-year stormwater design standards, and Melbourne-Tillman Water Control District permit requirements.
Bidders must submit sealed bids electronically via the City's Bonfire platform with non-collusion, trench safety, human trafficking, and drug-free workplace affidavits; bid bond (5 percent of bid price minimum); subcontractor listing; and three professional references. Performance and payment bonds equal to the contract price are required upon award. The successful bidder must achieve substantial completion within a specified period from notice to proceed, furnish a competent superintendent with indispensable physical presence, perform at least 50 percent of work with its own organization, and comply with OSHA excavation standards under 29 CFR 1926.650 Subpart P. The contract includes monthly progress payments with 5 percent retainage, liquidated damages for missed substantial completion dates, and City authority to suspend work up to 90 days or terminate for convenience with 30 days' notice. Contract execution and bonds are due within fifteen days of Notice of Award. The project is contingent upon City Council funding approval.
