About this file
This is a Public Construction Bond document issued by the City of Palm Bay, Florida, for the Fred Poppe Regional Park Bridge and New Roadway project. The bond establishes the bonding requirements and form that contractors must submit as part of their bid submission for this public construction project. The document specifies that the principal contractor and surety company are bound to the City of Palm Bay to guarantee performance of the construction contract, timely payment to all claimants supplying labor and materials, and completion of all work and materials for the specified contract term.
The surety bonding company must be licensed in Florida, hold a current certificate of authority from the State, maintain twice the minimum surplus and capital required by the Florida Insurance Code, comply with all provisions of the Florida Insurance Code, and possess a valid certificate of authority from the U.S. Department of Treasury. The surety must be listed in the current Federal Registry (Department Circular 570) as an acceptable surety on federal bonds and must provide proof of authorization to conduct insurance business in Florida along with current audited annual financial statements. The bond must include on its front page the names and business addresses of the contractor, surety, property owner, and contracting public entity; the contract and bond numbers; and a detailed project description. The bond conditions require the contractor to perform the contract as prescribed, make prompt payments to all claimants, pay the Owner for any losses resulting from contractor default, and guarantee all work and materials for the contract period. The bond must be recorded in the public records at the contractor's expense, with a certified copy provided to the Owner before any payments are made to the Principal.
