About this opportunity
The Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs is requesting qualifications for strategic advisory services on federal and regional energy affairs under the statewide PRF74 contract vehicle, with proposals due August 26, 2026 at 5:00 PM EST. Massachusetts Small Business Purchasing Program (SBPP) participants meeting best value criteria receive priority consideration; SBPP eligibility requires principal place of business in Massachusetts, fewer than 50 full-time equivalent employees, and gross revenues not exceeding $15 million.
The scope encompasses advisory services across five major areas: ISO-NE transmission planning optimization, wholesale market reform analysis, generation interconnection procedures, large load integration, and state clean energy procurement strategy alignment. The contractor will provide technical analyses, memoranda, presentations, and tariff language review to support compliance with FERC show cause orders and Order No. 1920, capacity auction reform, and decarbonization goals. The contractor's role is limited to policy and strategic advisory support and explicitly excludes direct participation in bid evaluation, procurement development, or specific generation or transmission project evaluation. Contractors must disclose potential conflicts of interest.
The estimated contract value is $100,000 for the initial 12-month term, with a 12-month renewal option available, extending through June 30, 2027. Pricing must be submitted on a project-based, not-to-exceed hourly rate basis broken down by scope service, staff person, and hourly rate, capped at applicable PRF74 maximum billing rates. Proposals achieving scope delivery with lower budgets receive favorable evaluation weighting.
Minimum qualifications require 15 or more years of experience with ISO-NE transmission systems, OATT knowledge, interconnection processes, wholesale markets, and state clean energy procurements. Evaluation criteria are completeness of response (20%), team member qualifications (30%), relevant project experience (30%), and pricing reasonableness (20%). Proposals require transmittal letter, executive summary, six-page narrative, and detailed cost proposal submitted via COMMBUYS. Addendum 1, issued August 21, 2026, provides clarifications on scope and deliverables.
