About this opportunity
The Texas Department of Transportation (TxDOT) is soliciting bids under Invitation for Bid 601320000072322 for rental of six 500-barrel V-bottom frac tanks at Columbus, El Campo, Schulenburg, Sealy, Victoria, and Waelder, Texas, with questions due November 10, 2026 and responses due November 17, 2026 at 3:00 p.m. Central Time. Bidders must be on the Texas Comptroller's Centralized Master Bidders List (CMBL) to receive bidding opportunities, and new suppliers must apply to be listed. No pre-response conference is scheduled.
Tanks must be empty, clean, and free of residue on delivery, with a minimum of two 4-inch valve connections, and available within 10 business days of written authorization. Vendors must supply all labor, equipment, materials, and transportation for delivery and removal, and work must be performed Monday through Thursday between 7:00 a.m. and 3:00 p.m. Vendors need a minimum of three years of frac tank rental experience within the past five years and must submit at least three references. Personnel must hold valid Texas driver's licenses, with no DUI/DWI incidents and no more than two moving violations in the past three years.
Insurance requirements are Commercial General Liability of $600,000 per occurrence and Commercial Automobile Liability of $600,000 combined single limit, with proof due within five business days of request. Warranty requirements include one year of performance coverage on workmanship and materials warranted against defects for not less than 12 months, covering 100 percent of parts and labor.
Pricing uses three line items on an Excel Price Schedule: rental of six tanks for 1,086 days, delivery and pickup for 82 hours, and six cleaning events. Unit prices must be firm, all-inclusive, and fixed, with delivery included on an FOB Destination basis. Rental rates must cover fees, taxes, surcharges, and environmental fees, with one delivery or pickup fee per location and one cleanout fee per tank. Zero-dollar pricing on any line item renders a response non-responsive. Respondents must also return a signed Execution of Response and a Child Support Obligation Schedule, the latter of which may render a response non-responsive if omitted.
TxDOT may add or delete work locations with 10 calendar days' written notice. The contract term and renewal options appear in the executed Form of Contract. Submissions go through the TxDOT Procurement Portal at txdot.bonfirehub.com, where respondents must register with Euna Procurement. Primary procurement contact is Silvia Ayala, CTCD.
