About this opportunity

The California Department of Corrections and Rehabilitation is requesting bids for a thermoplastic roofing system — 80 mil PVC membrane with factory-applied felt backing in white — for High Desert State Prison in Susanville under IFB FPCM-HDSP-I001066-PH2-148-KR, with bids due November 5, 2026 at 2:00 p.m. and a mandatory pre-bid walk-through on October 8, 2026 at 9:00 a.m.

Bidders eligible for a California Certified Small Business 5% preference or DVBE incentives (1 to 5% based on confirmed participation levels) may apply; non-small businesses claiming 25% small business subcontractor participation are also eligible for preference consideration under California Government Code Section 14838 et seq.

The scope covers approximately 31,000 square feet of roof replacement on Building 352 (Housing Units D-Yard 180 Bldg. D-3-4) at High Desert State Prison, 475–750 Rice Canyon Road, Susanville. The bid includes roofing materials, sheet metal products, adhesives and sealants, and manufacturer's technical assistance for inspection, testing, training, and staff certification. The manufacturer must provide a ten-year full system warranty with no dollar limit covering labor and materials on a non-prorated basis, contingent on the manufacturer's representative's installation approval. Material delivery is ARO (After Receipt of Order) with FOB Destination terms; delivery must be coordinated with project supervisors and generally completed within 90 days of purchase order issuance and submittal approval.

Bidders must submit a complete materials list with quantity, description, and brand/model by October 26, 2026, and pricing must be quoted on state-provided forms using an "All or None" basis. Bids must remain valid until purchase order issuance. The state reserves the right to select two suppliers (primary and alternate) and may increase the purchase order by up to 20 percent upon written approval prior to final delivery. Gate clearance information must be submitted by September 25, 2026. All bidders must submit the Bidder Declaration Form GSPD-05-105, Payee Data Record STD 204, Darfur Contracting Form, Post-Consumer Content Certification, Commercially Useful Function Declaration, and California Civil Rights Laws Certification.
