About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is procuring a complete Exterior Insulation Finish System (EIFS) product package for Building 508 at the Central California Women's Facility in Chowchilla, Kings County. This is a materials and fabrication purchase only, with the State handling installation; bidders must supply rigid insulation, fasteners, anchors, drainage track, primer sealer, insulation adhesive, reinforcing mesh, trim, joint sealants, backer rod, metal lath, base coat material, finish coat material, air/water resistive barrier coatings, sheet metal products, cladded sheet metal in 5' x 10' sheets, custom pre-finished facade panels, and adhesives and sealants for walls. The EIFS system specification calls for a 4-inch (R16) ultra-high impact mesh assembly with specific color and texture designations (Dryvit products including Castle Gray, Dover Sky, Super White, and Gatehouse Color options). Critical qualification requirements include mandatory attendance at the previous IFB bid walk conducted on October 22, 2025, at 9:00 AM, attendance at a mandatory pre-bid meeting via Microsoft Teams on June 1, 2026, at 2:00 PM, and submission of detailed materials lists including quantities, unit pricing, and brand/model information for pre-award review. The manufacturer must provide a standard ten-year, full-system, non-prorated warranty at no dollar limit covering labor and materials, along with on-site inspection, testing, training, and staff certification. Bids are due by June 8, 2026, at 2:00 PM, submitted to Roberta Sanchez at roberta.sanchez@cdcr.ca.gov or via U.S. Mail, with prospective bidders required to request complete plans and specifications by May 19, 2026. Award will be made on an "All or None" basis with F.O.B. Destination shipping required, and materials must be delivered within three business days of the Construction Supervisor's written request.
This procurement offers set-aside designations and preferences for California Small Business enterprises, Non-Small Business concerns with 25% Small Business Subcontractor participation, and Disabled Veteran Business Enterprise (DVBE) status, with a 5% small business preference and DVBE incentives ranging from 1% to 5% based on participation percentage. Bidders claiming these designations must complete required declaration forms including the Bidder Declaration (GSPD-05-105), Payee Data Record (STD 204), Darfur Contracting Form, Post-Consumer Content Certification, Commercially Useful Function Declaration, California Civil Rights Laws Certification, and GenAI Disclosure & Factsheet (STD 1000). The CDCR reserves the right to select two suppliers—a primary and an alternate—if the primary supplier fails to deliver as specified, and may increase the purchase order by up to 20% upon written approval before final delivery. No specific budget range or award value is disclosed in the solicitation documents. The project requires integration with existing construction specifications and approved plans from the State Fire Marshal (Permit Application No. 25-S-1743-C-ER, approved December 8, 2025), with all work performed in a secure prison facility under stringent security protocols and during Normal Work Hours (7:00 a.m. to 3:00 p.m., Monday through Friday, excluding State Holidays).
