About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a single contractor to replace and upgrade generator switch gear at the Central California Women's Facility in Chowchilla. The project involves comprehensive generator control system upgrades, including removal and disposal of existing relays, fabrication and installation of new medium voltage breaker protective relays, PLC programming, HMI control panels, and a 2000KW generator with auto transfer switch. Contractors must provide all labor, equipment, and materials for a complete system design and engineering solution. A mandatory walk-through is scheduled for December 16, 2025, at 10:30 AM, with written questions due by December 19, 2025, at 5:00 PM. Bids are due by 2:00 PM on January 13, 2026, and must be submitted via email to roberta.sanchez@cdcr.ca.gov. Evaluation criteria will focus on low bid from responsible bidders meeting all technical and specification requirements. All proposed equipment must be newly manufactured and delivered FOB Destination to the facility located at 23370 Road 22, Chowchilla, California 93610.
The procurement offers special considerations for California certified small businesses, which can claim a 5% preference, and non-small businesses can qualify by demonstrating 25% California certified small business subcontractor participation. Disabled veteran business enterprises (DVBEs) are eligible for a bid incentive ranging from 1% to 5% based on confirmed participation levels. Bidders must submit comprehensive documentation, including product information, cut sheets, material lists, Bidder Declaration (GSPD-05-105), Payee Data Record (STD 204), Darfur Contracting Form, Post-Consumer Content Certification, Commercially Useful Function Declaration, and California Civil Rights Laws Certification. The State reserves the right to increase the purchase order by up to 20% upon written approval before final delivery. Contractors with tax delinquencies to the Franchise Tax Board or Board of Equalization are prohibited from bidding. Payment will be processed within 45 days of acceptance or invoice receipt under the California Prompt Payment Act. While no specific budget range is detailed, the project involves significant infrastructure upgrades for a critical state correctional facility.
