About this opportunity
The Maine State Police Crime Laboratory is requesting quotations for a Fourier-Transform Infrared Spectrometer (FTIR) system, with quotations due June 5, 2013. Vendor demonstrations are required by June 12, 2013, with laboratory staff willing to travel within a reasonable day's drive from Augusta, Maine.
The scope is a complete, integrated FTIR platform including infrared microscope, ATR microscope accessory, computer workstation, software, and spectral library bundles. The system must be entirely new and capable of analyzing solids (fibers, powders, plastics, polymers) and liquids. Technical requirements include a continuous-scan Michelson interferometer with 7,000 to 650 cm⁻¹ range at 2 cm⁻¹ resolution or better, automated microscope stage with programmable multi-point analysis, Windows XP compatibility with transition capability to Windows 7, 19-inch flatscreen monitor, and high-speed color printer. Seven commercial spectral library bundles are required line items: automobile paint chips, dyes and pigments, explosive materials, fibers, polymers, BioRad Know-It-All search software, and one additional bundle. Mid-infrared source, laser, power supplies, and detectors must be user-replaceable without service visits or optical realignment.
Warranty minimum is three years from accepted installation covering all parts, labor, and travel; the interferometer and mid-infrared source carry a five-year warranty. The vendor must provide one annual preventative maintenance visit per year for at least three years and software upgrades for five years post-installation. Installation includes onsite factory-engineer validation and acceptance contingent on successful completion. Training comprises one day at installation, one additional full day within 30 days of acceptance, and minimum three days at the vendor facility for up to two chemists. A technical support toll-free hotline must be available to end users.
Submissions are electronic through Maine's Vendor Self Service platform by 2:00 p.m. local time on the closing date. Award may be made on lowest price alone or on lowest price combined with quality, conformity, delivery time, and cost-to-state factors, with price weighted at minimum 25 percent. FOB Destination applies; the State is tax-exempt. No contract value, incumbent vendor, or set-aside program is specified.
