About this opportunity

The Commonwealth of Virginia Department of Military Affairs is soliciting bids for a Human Patient Simulator and replacement parts for the Fort Pickett Fire Department's EMS continuing training and BLS level skills program, with proposals due September 23, 2026.

Award preference is tiered: DSBSD-certified micro businesses receive first consideration on bids up to $10,000 deemed fair and reasonable; DSBSD-certified small businesses receive preference on bids not exceeding $100,000; any responsive bidder of any size may be awarded thereafter. The procurement is conducted as a Quick Quote (unsealed bid) via the eVA eProcurement system and is open to bidders registered in eVA.

The scope includes a primary Human Patient Simulator and associated replacement parts specified as Simulaids brand or equivalent, including pericardiocentesis injection sites, teeth sets, fluid reservoir bags, neck inserts, hand and elbow skin packages, and blood pressure cuffs. Bidders must provide operations and maintenance manuals and a two-year warranty covering defects in material and workmanship. All bid prices must be firm unit prices inclusive of complete installation, freight, and delivery; no additional charges are permitted.

Award will be made to the lowest responsive and responsible bidder on a lump-sum basis. Contractors with more than 50 average employees over the previous 12 months and entering into contracts exceeding $50,000 must register in and participate in the E-Verify program. Compliance requirements include the Build America, Buy America Act, equal employment opportunity regulations, and debarment and suspension certifications. Contracted employees must complete Department of Human Resource Management sexual harassment training effective December 11, 2025. Bids remain valid for 30 days and may be withdrawn thereafter.
