About this opportunity
The U.S. Army Corps of Engineers, Norfolk District, is soliciting bids under an 8(a) small-business set-aside for construction of a vehicle recovery range at Fort Lee, Virginia, with bids due July 28, 2026 at 10:00 a.m. EST via the Procurement Integrated Enterprise Environment system. This is a 100% competitive 8(a) set-aside; bidders must be registered in SAM and certified as small businesses under NAICS 236220 (Commercial and Institutional Building Construction), which carries a $45 million size standard.
The scope covers construction of 24 concrete turning pads, site drainage improvements, and road alignment and repair across three sequential phases. The contractor receives access to one phase at a time; completion of each phase is mandatory before proceeding to the next. Phases two and three are optional and will be performed only if exercised by the government. Definitive responsibility criteria require bidders to demonstrate prior experience as prime contractor on at least one military installation construction contract (minimum $1 million value, completed within the past six years) and prior experience on a federal construction contract involving placement of at least 700 square yards of concrete pavement (minimum $1 million value, completed within the past six years).
The estimated contract magnitude is between $5 million and $10 million on a firm fixed-price basis. Performance and payment bonds equal to 100% of the original contract price are required. Bid guarantee is 20% of bid price or $3 million, whichever is less. The contract carries a DO-C2 rating certified for national defense use and is subject to Defense Priorities and Allocations System regulations. Construction wage rates are subject to Department of Labor Wage Decision VA20250170 dated May 18, 2026. The contractor must procure and maintain worker's compensation, employer's liability ($100,000 per person), general liability ($500,000), and motor vehicle liability ($200,000 per person) insurance, and submit an acceptable accident prevention plan prior to work commencement. Site visits during normal duty hours are encouraged; site visit contact information will be announced separately.
