About this opportunity

The U.S. Army Corps of Engineers, Norfolk District, is requesting bids on a firm-fixed-price contract for construction maintenance at the Fort Eustis Dredge Material Management Area (FEDMMA) located at Joint Base Langley-Eustis in Virginia, with bids due July 23, 2026 at 10:00 a.m. EST via PIEE and a public bid opening by teleconference the same day. This is a 100 percent small business set-aside under NAICS 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $45 million — bidders must be certified as small businesses to compete.

The scope comprises five contract line items: mobilization and demobilization (CLIN 0001), dike raising from 34 feet to 36 feet elevation (CLIN 0002), demolition and installation of two existing spill boxes 50–60 feet into the disposal site (CLINs 0003 and 0004), and regrading the existing access dirt and stone ramp to meet the new top-of-berm elevation (CLIN 0005). CLINs 0004 and 0005 are designated as option items. Bidders must demonstrate definitive responsibility including at least one military installation construction contract, one contract in marshy or wet environments, and one federal construction contract involving movement and compaction of greater than 6,000 cubic yards of material — all completed within the past ten years with minimum contract values of $1 million each.

The estimated construction cost is between $5 million and $10 million. A bid guarantee of either 5 percent of bid price or $3 million, whichever is less, is required, along with performance and payment bonds at 100 percent of the original contract price. Liquidated damages are assessed at $860 per calendar day for delays. Department of Labor Wage Decision VA20250201 applies. Award will be made to the lowest responsive bid on total price across all CLINs. Questions close July 13, 2026 at 4:00 p.m. EST. Site visits are available by arrangement during normal business hours.
