About this opportunity
The Town of Colchester, Connecticut is soliciting sealed bids for a comprehensive environmental remediation project at the former Norton Paper Mill site located at 139 Westchester Road. This procurement seeks qualified contractors to perform critical environmental restoration services, including the removal and disposal of contaminated soils, petroleum-impacted concrete, placement and compaction of clean soil, site restoration, and repair/reinstallation of monitoring wells. A mandatory pre-bid walk-through is scheduled for November 20, 2024, at 10:00 AM at the project site, and only contractors who attend this walk-through will be eligible to submit bids. Sealed bids must be submitted to Bernard Dennler, First Selectman, by 2:00 PM EST on January 9, 2025, with the outer envelope clearly marked "SEALED BID - 139 WESTCHESTER ROAD - REMEDIATION PROJECT". The solicitation includes extensive technical specifications covering soil erosion control, excavation procedures, underground storage tank removal, and TSCA/PCB remediation protocols. Bidders must comply with wage rate requirements and CHRO Contract Compliance Regulations.
The procurement appears to be open to all vendors without specific set-aside designations for disadvantaged enterprises. The bid package includes multiple exhibits and supporting documentation, such as non-collusion affidavits, wage rate documentation, and corporate compliance forms. While no specific incumbent vendor is mentioned, the project involves environmental remediation of a former industrial site, suggesting potential complex environmental challenges. Four addenda have been issued to the original solicitation, indicating potential modifications or clarifications to the original bid requirements. Although no estimated total project value is provided in the documentation, the comprehensive nature of the remediation work suggests a significant investment in environmental restoration. Delivery terms are specified as Free On Board Destination, with vendor-specified payment terms. The project will require vendors to have substantial environmental remediation expertise, specialized equipment, and the ability to handle complex soil and concrete removal and restoration processes.
