About this opportunity

The Pennsylvania Department of Conservation and Natural Resources, Bureau of Forestry is seeking a contractor to perform forestry mowing services in Forest Districts 12 and 16, specifically covering Lycoming and Tioga Counties. The procurement involves cutting inhibiting woody vegetation across three distinct blocks totaling 217 acres, with contractors having the option to use either machine or hand methods for vegetation control. A mandatory site inspection is scheduled for Wednesday, April 11, 2018, at 9:30 a.m., where prospective bidders must meet at the Nittany Minit Mart in Galeton, Pennsylvania to discuss job specifications and tour the project sites. Bidders are strongly encouraged to independently visit all contract sites prior to submission. The contract term extends from the execution date until June 1, 2019, with contractors required to navigate challenging terrain including potential obstacles such as rocks, downed logs, and varying tree densities. Electronic bid submissions must be made through the PA Supplier Portal, with potential bidders needing to demonstrate capability in managing complex forestry vegetation control projects.

This procurement opportunity is specifically reserved under the Small Business Procurement Initiative, limiting participation to certified small businesses. Contractors must provide a $5,000 performance bond and submit invoices referencing the purchase order number, project number, and their SAP vendor number. Payment will be processed upon satisfactory completion of each block or authorized partial block. The contract includes strict environmental and nondiscrimination requirements, with provisions for sexual harassment prevention. While specific budget ranges are not explicitly detailed, the comprehensive nature of the project suggests a moderate-scale contract value commensurate with the 217-acre vegetation management scope. Interested vendors must be prepared to meet all technical specifications outlined in the Statement of Work, demonstrate expertise in forestry management, and comply with all Commonwealth of Pennsylvania procurement regulations and submission guidelines.
