About this opportunity

Maricopa County is seeking a contractor to provide comprehensive postmortem forensic toxicology testing services for an anticipated average of 600 cases per month, with potential volume ranging from 460 to 1,000 monthly. The solicitation requires a laboratory capable of conducting extensive toxicology testing, including basic and expanded drug panels, synthetic substances, and emerging analytes across various biological samples. Qualified vendors must be accredited by the American Board of Forensic Toxicologists (ABFT) and ASCLD/LAB, with a PhD-level toxicologist serving as the laboratory director. The contract mandates a two-year specimen storage capability, comprehensive reporting within two weeks (90% of reports within 30 days), and the ability to provide expert witness and consultation services. Proposals are due electronically through BidNet Direct by 2:00 p.m. Mountain Standard Time on June 17, 2025, with an anticipated contract award between July 23 and August 20, 2025. The three-year contract includes options for three additional one-year renewals or a six-month month-to-month extension, with pricing that includes an annual 2.5% increase and all-inclusive test kit and shipping charges.

The solicitation encourages participation from local and small businesses through the Maricopa County Small & Local (MCSL) Certification process, allowing eligible vendors to submit an MCSL Attestation Form for potential additional consideration. The county reserves the right to award the contract in full or in part to a single vendor or multiple vendors, providing flexibility in the procurement approach. While specific budget ranges are not explicitly stated, the comprehensive testing requirements suggest a significant annual contract value, with pricing detailed in the Attachment D Pricing Sheet covering various test types, expert services, and professional rates. The contract includes provisions for cooperative purchasing, potentially allowing other governmental entities to utilize the contract terms. Vendors must maintain an up-to-date surveillance library of emerging drugs, provide training opportunities for forensic pathology fellowship physicians, and demonstrate a business continuity plan. Insurance requirements and electronic funds transfer payment methods are also specified in the draft contract documentation.
