About this opportunity

The Michigan State Police (MSP) Computer Crimes Unit is issuing a Request for Proposal for a Forensic Contractor to provide digital forensic examination and imaging services supporting child sexual exploitation criminal investigations and serious crimes against persons. The position is located in Marquette, Michigan, and aims to reduce MSP's existing six-month backlog in high technology crime investigations through forensic electronic data recovery services. The contractor will work Monday through Friday, 7:00 a.m. to 6:00 p.m. EST, with possible night and weekend hours as project requirements dictate, and may be required to work at alternate worksites with MSP covering expenses in accordance with State of Michigan travel guidelines. Mandatory qualifications include either current Certified Forensic Computer Examiner (CFCE) certification from the International Association of Computer Investigation Specialists (IACIS) or a minimum of two years of documented and verifiable forensic data recovery project work. Preferred qualifications include a minimum of two years of law enforcement experience, prior experience with MSP CCU, and experience with child sexual exploitation and high technology crime investigations. The contract is structured as an hourly arrangement with 832 estimated hours per year, and proposals will be evaluated on Schedule A (Statement of Work) at 30 percent weight, Schedule C (Description of Qualifications) at 40 percent, and the Vendor Questions Worksheet at 30 percent, with proposals receiving 80 or more technical evaluation points eligible for price evaluation. Bidder questions are due October 1, 2024, with answers posted by October 8, 2024, and proposals must be submitted by 9:00 a.m. Eastern on October 15, 2024, with an anticipated contract begin date of February 3, 2025.

The RFP does not specify any set-aside designations or restrictions limiting response to particular types of organizations or disadvantaged enterprises. No subcontractors are permitted under this contract, and the contractor must pass a fingerprint-based background check and may be required to attend an informational meeting with a controlled exposure session before final award. The contract term is one year from February 3, 2025, through February 2, 2026, with options to renew for up to four additional one-year periods at the State's sole discretion. Pricing must remain firm for the entire contract duration, with adjustments only permitted through mutual written agreement based on documented changes in actual contractor costs, and overtime, holiday pay, and travel expenses are not compensable. The RFP does not disclose a specific budget range or award value, instead requiring bidders to submit a firm hourly price in Schedule B for the estimated 832 annual hours. Monthly reporting on completed and pending forensic data recovery projects is required, with service level agreement penalties of $100 for the first five non-compliance occurrences and $500 for subsequent occurrences per calendar year.
